Rob Kerr adapted steel wheel barrow wheels for his Series III and developed his own brake system. It can be done, here's a pic.

There is company called 'MATCO' mfg wheels and brakes. They offer 4,5,6 inch wheels with brakes and bearing sizes of 5/8 in to 1 1/2 in, they have master cylinders, hydraulic, parking break valves, axles etc they look the part and the brakes are single of twin caliper. As I havn't tryed them I can't offer any more than the web site. They are pricey for the complete unit from sky shops but the wheels and axles can be found from the 'Matco wheels and Brakes Manufacturer'
They even have a page on how to calculate your brake force and estimate the system required.
