Are there any lazair plans?

An old constrution manual maybe

Finding an old lazair to restore is one way to have to have one but if I had the tubing dimensions and a rib template a believe I could take it from there.

Nope, no complete plans available. Series 3 assembly manual available on Lazair.com. Building a Lazair from scratch would be a daunting task for the most determined. Material costs alone would be extremely high even before engines, props, and whatever else were purchased. Don't get me wrong, it could be done. Would it be worth it given the amount of rebuildable Lazairs out there for sale. I hardly think so. Best bet is to buy a good used machine and lovingly restore it to A-1 condition. Numerous people have done this or are doing this right now. Simple, if you want a Lazair build a trailer go get you one !
