I an putting new tires on my Lazair III. there is a crack at one bolt
hole and one more crack that goes from bolt hole to rim and in
about 1/8 in. The surface of the rim is not flat leaving some small
space between the halfs, Does any one have any experience with this?

Sounds like you need a new rim. Can you post pics of what you are seeing here ? The rims do not lie perfectly flush. What usually happens is people over-tighten the bolts and deform the rim around the holes. All you need to do is snug the bolts that hold the wheel halves together. After this do not inflate the tires over 18psi.
